MALTESE CITIZENSHIP BY NATURALISATION
For Exceptional Services by Direct Investment (ESDI)

A citizenship program designed to attract high net worth individuals (and their dependents), allowing them to obtain Maltese Citizenship, in exchange for a direct, foreign investment and contribution towards the economic and social development of Malta. Citizenship is permitted after a 12—36 month period of residency. The program was initially introduced in 2014 and revised in 2021.

BENEFITS

WHO QUALIFIES TO APPLY

In order to qualify, the main applicant is required to fulfil the following criteria:

  • Be over 18 years of age
  • Satisfy a fit and proper test and stringent due diligence process
  • Be a Third Country National
  • Be in possession of valid travel documents ​
  • Be in possession of health insurance in respect of all risks covered for Maltese nationals

REQUIREMENTS AND COSTS

GOVERNMENT CONTRIBUTION, PROPERTY AND RESIDENCE REQUIREMENT

  • A Non-Refundable Government Contribution (paid to the National Development and Social Fund)
  • € 600 000 if the main applicant has resided in Malta for 36 months OR € 750 000 if, by exception, the main applicant has resided in Malta for 12 months € 50 000 for each dependent ​
  • Property Requirement Purchase a residential property worth at least € 700 000 (to be held for 5 years) OR Lease a residential property worth at least € 16 000 per annum (for 5 years)
  • Charitable Donation - € 10 000 to a Maltese NGO of your choice
  • Residence in Malta - For 36 months (or for 12 months in exceptional circumstances)
  • Professional Legal Fees - For representation by an authorised and licenced registered mandatory

RESIDENCE BY INVESTMENT
The Malta Permanent Residence Program (MPRP)

A residence program, designed to attract high net worth individuals (and their dependents) who are not nationals of the European Union (EU), European Economic Area (EEA) or Switzerland, allowing them to obtain residence with an indefinite validity and allowing visa-free travel within the Schengen Area (for a period of 90 days in a 180 day period), in exchange for a direct, foreign investment into Malta.

  • Fast processing time of approximately 4 to 6 months
  • Cost-effective when compared to residence programs available elsewhere
  • No minimum presence required in Malta
  • Provides eligibility to apply for long-term residence (after completing an initial 5 year residence period) ​
  • Benefits apply to entire family (including spouses, dependent children and dependent parents)
  • No tax payable​ on foreign income, unless remitted to Malta and no inheritance tax payable

WHO QUALIFIES TO APPLY

In order to qualify, the main applicant is required to fulfil the following criteria:

  • Be over 18 years of age
  • Satisfy a fit and proper test
  • Be a Third Country National
  • Not be a beneficiary under any other program granting special tax status
  • Be in possession of stable and regular resources, which are sufficient to maintain the applicant and their dependents (need to possess capital/assets of not less than € 500 000, of which € 150 000 must be held in financial assets)
  • Be in possession of valid travel documents
  • Be in possession of health insurance in respect of all risks covered for Maltese nationals
  • Provide a certificate from a reputable health system proving that the main applicant and all their dependents are in good health and will not be an unreasonable burden on the Malta national health system

REQUIREMENTS AND COSTS

PROPERTY REQUIREMENT

  • Purchase a property worth at least € 300 000 (if situated in Gozo or the south of Malta) OR
  • - Purchase a property worth at least € 350 000 (if situated anywhere else in Malta) OR
  • - Lease a property for at least € 10 000 per annum (if situated in Gozo or the south of Malta) OR
  • - Lease a property for at least € 12 000 per annum (if situated anywhere else in Malta) ​

ADDITIONAL REQUIREMENT

  • The MPRP applicant must pay an admin fee to the government of € 40 000 plus an additional € 58 000 if the qualifying property is leased OR an additional € 28 000 if the qualifying property is purchased ​
  • - The MPRP applicant must donate € 2 000 to a Maltese NGO of their choice
  • - The MPRP applicant must be represented by an authorised and licenced registered mandatory
